So i wanna use my mothers credit card online and buy some new clothes without her noticing. If i have the items shipped to my appartment will it show up on her bill that it was sent to my home and not hers?
She will notice
When she gets the bill and sees her balance and what was charged last month, she will see the merchant you bought the clothes from.
She will either make a beeline to your place or will call the credit card company to dispute or question the charges.
So, tell us, why do you hate your mother so much that you would steal from her to get something as insignificant as *clothes*?

usually it does not if it is not a co-branded card. Co-brandeed cards do collect such data and it is being used for marketing purposes. not sure if the bank or the shop provide that data to you.
What you are talking of is illegal activity, and she can, as it is her card find out who used it and what was bought, and where it went. my advise is to NOT do this.
She can have you arrested - fraud and theft - and a little jail time may be involved - with a criminal record for life

If your order wasn't processed at all due to your credit card company denying payment, then no money should have actually been taken from you. Check your card transactions online if you can.
Contact the Financial Ombudsman Service and tell them, Make sure you have all the dates of when you made your purchases and when you made the payments, they will help you and may send a formal complaint to the credit card company. their number is 0845 0801800

Here's the interesting thing: we already have what are looking for, they are called "credit cards". I can pay you with my card up to my credit limit, and you are guaranteed to be paid. If I don't pay the credit card co comes after me, if I go bankrupt they eat the cost. And they do that for free to those with high limits, those with bad credit pay for it all.

technically the piece of plastic itself isn't a valid card without a signature, the account is still valid as long as it's opened and activated. a credit card company has no way of verifying whether or not you've signed your card, so that is put up to the merchant whether or not to check for a signature and verify that it's correct, but any charge coming through, even from a non-validated card, are still valid charges and you're financially responsible.
